In October 2022, the Ministry of Industry and Information Technology officially approved the "China-SCO Big Data Cooperation Center" project undertaken by the China Academy of Information and Communications Technology. This project aims to build an international platform for exchange and cooperation between China and SCO countries for infrastructure capacity building, application innovation, joint research and industrial cooperation in the field of digital technology.

In order to thoroughly implement the important instructions of General Secretary Xi Jinping's important speech during his visit to Xinjiang, promote the development of digital cutting-edge technologies such as digital empowerment, artificial intelligence, and intelligent network connection, fully demonstrate the results of China's active cooperation in the field of digital technology with the SCO countries, strengthen exchange and cooperation with neighboring countries in the field of digital technology, and enhance the influence of Karamay City and the international influence of the Xinjiang Sub-center of the China- SCO Big Data Cooperation Center, it is proposed to convene the second "China-SCO Digital Technology Cooperation and Development Forum" in June 2024, aiming to gather the industrial forces to build a bridge for industry exchange, cooperation, and collaborative innovation in the industry chain for market entities of various countries. Focusing on the development of industries and technologies related to digital economy, the forum will showcase the typical achievements of digital technologies of each member country, and realize universal sharing of SCO's innovative achievements. At the same time, through exchanges, in-depth discussions and joint deliberations, the forum will promote application innovation in the field of digital technology and jointly build a closer SCO community with a shared future. Concurrently, the first training course on digital technology of the Cooperation Center in 2024 will be held.
