Following the Shanghai Cooperation Organization (SCO) Astana Summit in July 2024, China officially assumed the rotating presidency of the SCO for the 2024-2025 term. Under the theme of the "SCO Year of Sustainable Development", and with focus on the eight key areas of the Global Development Initiative, China will conduct a series of collaborations and actions in fields such as poverty reduction, food security, public health, development financing, climate change and green development, industrialization, and digital economy.
As an important platform for exchange and cooperation in the field of digital technology, the China Shanghai Cooperation Organization Big Data Cooperation Center (hereinafter referred to as "SCOBDC") has been conducting collections of digital cooperation cases for two consecutive years to establish a benchmark for cooperation and sum up advanced experience. During this period, SCOBDC has selected more than 50 typical cases that cover all aspects of digital technology. These cases have been applied in 26 SCO countries, fully demonstrating the effective results of digital technology cooperation among SCO countries.
In order to further leverage the SCOBDC's role as a bridge for international exchange, promote the various "tools" developed by SCO countries for technological integration and innovative applications during the process of industrial digitalization and digital industrialization, and create a comprehensive "toolbox" that covers areas such as digital technologies, digital products and digital applications, SCOBDC is now launching an open call for the 2025 "China-SCO Digital Public Products". The details are as follows:
I. Important Dates
(i) Application (before May 10, 2025)
Applicants should fill in the application form (Attachment 1) and submit it to the organizer.
(ii) Evaluation (mid to late May 2025)
An expert panel will be organized to evaluate the projects based on criteria such as application implementation status, and their technical, economic and social features and innovations.
(iii) Release (June 2025)
Selected projects will be compiled into the China-SCOBDC Toolbox for DT (2025) and publicly released as a key achievement. Exceptionally outstanding projects will be granted the opportunity to be presented at relevant international exchange events.
II. Categories for Submission
1. Digital technologies. Including but not limited to computing network, computing facilities, AI, big data, and other advanced technologies essential for the development of digital economy.
2. Digital products. Including but not limited to innovative digital products that can be deployed for application, such as hardware devices, software programs, electronic content, virtual goods and intelligent tools.
3. Digital applications. Including but not limited to solutions or service platforms for digital empowerment of vertical industries, as well as outstanding applications that are replicable and scalable.
III. How to Apply
1. Independent legal entities are eligible to apply individually or jointly.
2. The content to be filled out includes the basic information about the applicant, tool information, application countries/countries targeted for promotion, outcomes achieved/expected, as well as relevant pictures, photos, and videos. See the application form for details (Attachment 1).
3. Please send both the editable Word version and the sealed and scanned version of the materials to the emails of the contact points, with the subject of the email in the format of "Organization Name/China-SCO Digital Public Products".

About the SCO
The Shanghai Cooperation Organization (SCO) is a permanent intergovernmental organizations established in 2001 in Shanghai, China. About the SCOBDC
On September 16, 2022, Chinese President Xi Jinping attended the 22nd meeting of the Council of Heads of State of the SCO and delivered an important speech, in which he proposed to "set up the China-SCO Big Data Cooperation Center to create new engines for common development". Under the guidance of the Ministry of Industry and Information Technology, and relying on its solid background in digital technologies, China Academy of Information and Communications Technology (CAICT) was committed to implementing the related initiatives of the SCOBDC.
Since its completion in May 2023, the SCOBDC has hosted the China-SCO Digital Technology International Exchange events for two consecutive years. By the end of 2024, it had trained over 500 participants from government departments, research institutions, think tanks, operators, enterprises and universities in more than 20 SCO countries, laying a solid foundation for fostering technological exchange and cooperation among the SCO countries.
