The Executive Committee of the Forum is undertaken by the China-Shanghai Cooperation Organization Big Data Cooperation Center.

On September 16, 2022, Chinese President Xi Jinping attended the 22nd meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) and delivered an important speech, in which he proposed to "set up the China-SCO Big Data Cooperation Center to create new engines of common development". Under the guidance of authorities such as the Ministry of Industry and Information Technology (MIIT), the China Academy of Information and Communications Technology (CAICT) has been promoting the construction of the China Shanghai Cooperation Organization Big Data Cooperation Center in a solid and meticulous manner, based on its profound accumulation in the field of digital technologies.

By 2025, SCOBDC’s training program had benefited more than 930 people from government agencies, research institutes, think tanks, operators, enterprises, and universities in over 20 SCO member states, laying a solid foundation for technological exchanges and cooperation among these countries.
