Under the guidance of the Ministry of Industry and Information Technology (MIIT) and other relevant authorities, the China Academy of Information and Communications Technology (CAICT) has been actively advancing the work concerning the China-SCO Big Data Cooperation Center (SCOBDC) by leveraging its expertise in digital technologies. As a key priority of SCOBDC, the China-Shanghai Cooperation Organization Digital Technology Cooperation and Development Forum (hereinafter referred to as the "Forum") has been successfully held for three consecutive years since 2023. The Forum has effectively created a platform for multidimensional, multi-tiered and various types of dialogue and open cooperation among Chinese and foreign governments, businesses, research institutions and international organizations.

On June 17, 2025, the 4th Meeting of Heads of Ministries and Agencies of SCO Member States Responsible for the Development of Information and Communication Technologies was held in Karamay, Xinjiang Uygur Autonomous Region. Heads of relevant authorities from SCO member states and dialogue partners attended the meeting. Participants presented the development of digital and information and communications technologies (ICTs) in their respective countries, and engaged in extensive discussions on priorities of future cooperation in digital technologies and ICTs. The meeting deliberated and adopted the SCO Member States Action Plan for Digital Transformation, which encompasses seven key initiatives, including digital transformation policy cooperation, digital infrastructure development cooperation, digital government cooperation, cloud computing cooperation, digitalization of small and medium-sized enterprises (SMEs), R&D and application of digital technologies, and exchange of digital technology talent.

From November 17 to 18, 2025, the 24th Meeting of the Council of Heads of Government (Prime Ministers) of Member States of the Shanghai Cooperation Organization was held in Moscow. According to the Joint Communiqué issued at the 24th Meeting of the Council of Heads of Government (Prime Ministers) of Member States of the Shanghai Cooperation Organization, competent authorities of all member states would ensure the effective implementation of the Statement of the Council of Heads of State of the SCO Member States on Strengthening Digital Economic Development (in Tianjin on September 1, 2025) and the SCO Member States Action Plan for Digital Transformation (in Karamay on June 17, 2025), including through the SCO Working Group on E-commerce.

To thoroughly implement the important consensus reached at the above meetings, make solid progress in the implementation of documents like the SCO Member States Action Plan for Digital Transformation, further enhance the synergy among SCO member states for digital development and deepen pragmatic cooperation, the 4th China-Shanghai Cooperation Organization Digital Technology Cooperation and Development Forum is scheduled to be held in Karamay in June 2026.
