On 16 September local time, President Xi Jinping attended the 22nd Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) at the Samarkand Congress Center. President Xi delivered an important statement entitled “Ride on the Trend of the Times and Enhance Solidarity and Cooperation to Embrace a Better Future”.

Background Mission Main Duties

  • President Xi Jinping said at the 22nd meeting that "China will organise a meeting of ministers for development cooperation and a forum on industrial supply chains next year, and establish a China-Shanghai Cooperation Organisation centre for big data cooperation (SCOBDC) to create a new engine for common development. China is willing to cooperate with all parties in the field of space and support them in agricultural development, connectivity construction, disaster mitigation and relief through the provision of satellite data services". In order to implement the spirit of General Secretary Xi Jinping's important speech and serve the overall national diplomatic situation, under the guidance of the Ministry of Industry and Information Technology, the China Academy of Information and Communications Technology (CAICT), relying on its profound accumulation in the field of digital technology, has solidly promoted the key work of the "China-Shanghai Cooperation Organization Big Data Cooperation Centre (SCOBDC) ".

  • "China-SCO Big Data Cooperation Center" project is an international exchange and cooperation platform for capacity building, application innovation, joint research and industry cooperation in the field of digital technologies between China and SCO countries.

  • Development Forum: To organize "China-SCO Forum on Digital Technologies Innovation and Development" and international cooperation exhibitions to provide an international exchange and cooperation platform for industry cooperation.

    Release of Achievements:To carry out joint research on the expansion of the digital industry, digital transformation of traditional industries, digital governance and the maximization of the value of data to progressively advance relevant work; to build a center for exchange and exhibition of achievements in digital technologies to promote industry, economic and trade cooperation and cultural exchange on new generation digital technologies and showcase the innovation achievements of SCO member states.

    Talent Cultivation:To cooperate on capacity building training and vocational education for the benefit of SCO member states, with emphasis on young talent cultivation, to gradually establish a normal capacity building and joint talent cultivation system;

    Demonstration Park: To jointly build an application demonstration park addressing digital transformation, green and low-carbon development, data security, Beidou big data services and other issues to facilitate industry cooperation and open up a new path for the distinctive development of international digital economy.

Operation Support Department

The Operation Support Department supports the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology and other government organs concerned, conducts surveys, decision-making support and policy research and completes the various support tasks assigned to serve China's overall diplomatic interests and fully support the Ministry of Industry and Information Technology's SCO-related work.

Capacity Building Department

The Capacity Building Department is responsible for international talent training, capacity building and talent exchange and cooperation for the benefit of SCO countries.

Industrial Ecology Department

The Industrial Ecology Department maintains liaison with local governments and domestic industries, and integrates industrial resources to promote the development of a cooperation ecology in the field of digital technologies.
